I can't seem to access any tools or full text or anything in the library. I've checked off full text. I've done every recommended thing. What am I doing wrong?

It is entirely likely that you may need to change browsers especially if you're in Microsoft Edge or Internet Explorer which are only partially compatible with the library databases.  We have found that if you're in Microsoft operating systems, that Firefox and/or Chrome is more friendly to our databases.  Please use those.

If you are in either of those, or if Edge or Explorer usually works for you, and it still isn't working.  Clear your cache or history.  How to do this differs according to device or browser.  So it is recommended that you look up how to do that in a user manual or the "Help" option in Settings.
